Draft Political Resolution for 9th Congress of CPA
The Communist Party of Australia will be holding its 9th Congress during the Easter weekend next year April 13 to April 16. The Central Committee has prepared a first draft of the Political Resolution (main document) to be put before the Congress. This is the first step in a six-month process during which the document will be debated and amended. This draft is being issued to every member of the Party. Members are asked to make time to read it and to take part in the many discussions which will be held between now and the Congress to help make it the best possible statement. Party branches will be holding special meetings to discuss this draft. Every member has the right to submit amendments. Each amendment will be voted on by a branch meeting. Amendments that are supported by majority vote at a branch meeting will then be forwarded to the relevant State or District Committee or to the Central Committee where appropriate. They are then considered at State and District Conferences, and those supported by a majority of votes go to the Central Committee which will meet in March and finalise the draft to be put before the Congress. This draft will be sent to all delegates elected to attend Congress not less than 14 days before the convening of the Congress. Even if an amendment is not accepted by the State or District Conferences or by the Central Committee when it decides on the final draft, it can still be raised by a delegate to Congress. During the course of the Congress discussion at least two Discussion Journals will be published. All Party members are invited to contribute with articles of not more than 1500 words on topics relative to those raised in the Political Resolution. Non-members are also welcome to make contributions to the discussion. Attacks on individuals or sexist, racist or homophobic material will not be published. The deadline for the first of the Discussion Journals is November 20. We urge everyone to take advantage of all the opportunities presented so that the final resolution reflects the collective thinking of the entire Party membership.
